The sync has always been one way. If you want the two way sync you will need to buy the Pro Version. I log all my data from the iPhone, simply because I always have it with me.

Transfer iphone log to ipad, you can a phone to phone transfer software to do it.
Otherwise, you have to take two step.
First is transfer log to iTunes and then take it to iPad.

Default Transfer files between iPhone and iPad

1. Launch the Settings app from your iPhone. Scroll down to Photos & Camera. Under "Photo Stream," toggle "My Photo Stream" to ON so that all photos taken with your iPhone are synced to your other devices.
2. Do the same with your iPad, if you would like photos taken with your iPad to sync to your iPhone.
3. Make sure iCloud is connected to both devices by going to Settings >> iCloud. If you have the same Apple ID listed for the iCloud account, your photos will start syncing immediately.

Or TransPhone Phone Transfer will also be a recommendation. You can transfer fils between iPhone and iPad.

You need the Pro version to enable two-way sync Otherwise, you can this iPhone Transfer to move content from iPhone to iPhone 6S , it also works for iPhone, iPad and iPod. The whole transfer will be done in a few minutes.
