To set the Reminders, just go to the Reminders Icon (Light Bulb) and click on it. Press the "+" in the upper right corner. Choose "Simple Time Reminder" and set the time. Choose repeat and check each day if you want it to go off every day at that same time, then choose back. Now choose Save and you are done. Make sure the reminder is set to ON in the Push Reminders Menu.

I don't have the iTouch, I use the iPhone and push reminders work well on it. I am not sure that the reminder is controlled by the wifi connection. The easiest thing to do would be to set one and try it out. Good luck!

When you go to the screens to set a reminder, the dimmed help text indicates that "You must have a WiFi/3G connection" when expect to receive a reminder as this delivered outside the app.
