Default testing your sugar

How long after meals and snacks do you wait to test your blood?? I tend to wait about an hour and a half afterwards... I'm curious because my sugar seems to spike really high after meals... I do control it by going for lengthy walks which really helps..
However, I'm nervous because it seems that no matter what I do, my sugar seems to not be controlled.

Fasting: 70-99

After Meals: I consider anything above 140 @ 1 hour and anything above 120 @ 2 hours too high.
