No wonder you are confused, you are talking about two different things.

Blood Sugar and HbA1c Info:
Your current HbA1c of 9.8% equates to an Average Blood Glucose (in mg/dl) of 235 mg/dl here in the US and an Average Blood Glucose (in mmol/L) of 13.0 mmol/L in the UK.

Insulin Units Info:
There are 100 units of insulin in 1 ml. Therefore, each unit of insulin, in a syringe, is .01 ml
