Fluctuations are normal, glucose are flying around in your blood unable to go anywhere until the meds take them out so don't test before the 2 hours.
Drinking water is good. This with protect your kidneys from sugar and protein damage, should help with your headache as well but if you find the frequency in urinating a problem cut down the volume to half.
If u get hungry a lot after your meals I find eating beef jerky useful as it's chewy, tastes good and low in volume and carbs. Brown rice crackers with dips like hummus or beetroot ect . Always look at the sugar content in every thing you buy though and good luck 😀
