just want to second what Danny said - a T1 diet isn't low carb. if she's running high and you want a free food or low carb snack, that's fine, but while low carb will make it easier to manage with less insulin, you're restricting important energy she needs for growth and cell metabolism.
my favorite free foods - pickles and sugar free jello (also the occasional coke zero)
low carb options - think more low glycemic index, and stuff that has more fat and protein than carbs... it will slow the absorption of the carbs and not cause her to "spike"
hummus with celery or green beans
edamame
Japanese yam (shirataki) noodles
blueberries
*be careful of sugar free foods - it's not always carb free, also excess sugar alcohols have an *ahem* laxative effect
