Time on graphs

Why is the horizontal scale, time, rounded DOWN to the nearest hour? Is there a setting to see multiple measurements spread out on the horizontal scale that are within an hour of each other? Currently I see anything done between 10am and 10:59am all placed at the 10am horizontal point.
